The possibility of detecting and/or measuring weak constant signal buried in severe additive noise using the information accumulated in the counters installed after two discriminators of the sign of the sum at the signal and a constant Gias is considered. Unlike the previously introduced single-threshold meter, the new device needs no a priori information about the noise dispersion.
